Chuck Ruth, a Senior Bridge Engineer with Jacobs Civil, Inc., contributed to "Independent Review and Assessment: Feasibility for Addition of Light Rail Transit over I-90 Homer Hadley Bridge and Aproach Bridges," an August 2008 briefing for the Washington State Legislature Joint Transportation Committee.
